ABSTRACT: Local government represents the tier of government closest to the people and serves as the cornerstone of governance in any country. The federal government recognizes that an effective local government system is essential for mobilizing the nation’s human and material resources. The objectives of local government aim to standardize and stabilize functions, enhance financial resources, and foster initiatives and leadership potential at this level. A fundamental aspect of local government operations is revenue mobilization and its efficient utilization. However, the lack of comprehensive studies on the sources and uses of local government funds has hindered their effectiveness. The current challenges of inefficiency and ineffectiveness in local authorities are further compounded by limited resources, poor financial discipline, and inadequate revenue collection and management. This study focuses on identifying the sources of finance available to local governments, their utilization, and the problems associated with local government financing in Nigeria, using Ezeagu Central Local Government Development Council as a case study. Primary and secondary data were employed to address the research objectives. Data collection methods included questionnaires and oral interviews (primary sources) and textbooks (secondary sources). Data analysis was conducted using percentage-based methods. The findings highlight critical issues in revenue generation, financial management, and resource utilization. Based on these findings, recommendations were made to improve the financial viability and operational efficiency of local governments. This study provides insights into the challenges and prospects of local government financing in Nigeria, offering a framework for sustainable development at the grassroots level.
