Allegations have emerged in various circles suggesting that state governments often utilise their broadcast media as instruments of propaganda. This study investigates such claims, focusing on the Enugu State Broadcasting Service (ESBS) radio and television as a case in point. The research is grounded in Stuart Hall’s critical theory, which explores how dominant societal groups, the “haves”, secure the cooperation of the less privileged, the “have nots”, in order to maintain the prevailing power structure. The research adopts an empirical approach, following a five-chapter structure, with each chapter playing a distinct role in building towards a coherent and reliable conclusion. Secondary data were obtained through a comprehensive review of relevant literature, while primary data were generated using the survey method. A structured questionnaire was employed to collect responses from selected participants. These responses were analysed using the chi-square goodness-of-fit statistical test. Data were tabulated and thoroughly discussed to support the research findings. Although the study did not find conclusive evidence that the Enugu State government uses ESBS as a propaganda tool, it recommends that the station’s management critically review and restructure its programming. Particular attention should be paid to eliminating shows that audiences perceive as overly sycophantic or excessively praise-singing of the government.
